5.1 It is difficult to establish a precise correlation between laboratory accelerated and natural weathering because of (1) geographical climatic variations, local weather variation from normal, and local pollutants and (2) the fact that the acceleration factor is material dependent, varying with the type of material as well as its formulation. This test method is used to determine the resistance of a sealant to laboratory accelerated weathering and, if a control material with known outdoor weathering performance is used, the relative weathering performance of the sealant against that of the control material.5.2 This test method is conducted using aluminum channels. 5.1 Liquid penetrant examination methods indicate the presence, location, and, to a limited extent, the nature and magnitude of the detected discontinuities. This practice is intended primarily for portability and for localized areas of examination, utilizing minimal equipment. Surface roughness may be a limiting factor. If so, an alternate process, such as water-wash visible or post-emulsified penetrant should be considered when grinding or machining is not practical.1.1 This practice2 covers procedures for visible penetrant examination utilizing the solvent-removable process. It is a nondestructive testing method for detecting discontinuities that are open to the surface such as cracks, seams, laps, cold shuts, laminations, isolated porosity, through leaks, or lack of fusion and is applicable to in-process, final, and maintenance examination. This specification covers hydrocarbon solvents, normally petroleum distillates, used in coatings and dry-cleaning industries. These solvents are also known as mineral spirits and as Stoddard solvents when used in dry cleaning. The following are the types of mineral spirits: Type I, Type II, Type III, Type IV, Class A, Class B, and Class C. The physical and chemical properties of mineral spirits shall conform to the requirements specified for: aromatic content, commercial reference, appearance, flash point, color, kauri-butanol value, bromine number, odor, doctor test, distillation, residue for distillation, copper corrosion, and apparent specific gravity. 5.1 This test method was developed to provide for the enforcement of 26 CFR 48.4082-1(b), which mandates that all tax-exempt diesel fuels be dyed with an amount of Solvent Red 164 at a concentration that is spectrally equivalent to 3.9 lb/103 bbl (11.1 mg/L) of Solvent Red 26. It is employed to verify that the correct amount of Solvent Red 164 is being added to tax-exempt product at terminals or refineries prior to sale, and to detect the presence of Solvent Red 164 in taxed product intended for on-road use.5.1.1 Solvent Red 26 is the azo dye shown in Fig. 1. It is the standard against which the concentration of Solvent Red 164 is measured because it is available in a certified pure form. Solvent Red 164 is identical in structure to Solvent Red 26 except that it has hydrocarbon (alkyl) chains incorporated to increase its solubility in diesel and burner fuels. The exact composition of Solvent Red 164 will vary from manufacturer to manufacturer and lot to lot depending upon the extent of alkylation that occurs during production; however, its visible spectrum is virtually identical to the spectrum of Solvent Red 26.
