1.1 This specification2 relates to possible hazards that may not be recognized readily by the public and that may be encountered in the normal use for which a toy is intended or after reasonably foreseeable abuse. It does not purport to cover every conceivable hazard of a particular toy. This specification does not cover product performance or quality, except as related to safety. Except for the labeling requirements pointing out the functional hazards and age range for which the toy is intended, this specification has no requirements for those aspects of a toy that present an inherent and recognized hazard as part of the function of the toy. Such an example is a sharp point necessary for the function of a needle. 4.1 This guide is intended to apply in conjunction with applicable end-product specific performance or design standard requirements to address the overall system safety of a connected consumer product. Designers and manufacturers of a connected consumer product, with assistance from conformity assessment bodies, or others, as deemed desirable, should identify applicable and relevant product standards. They should assess and document if or how connectivity potentially affects the ability of such products to meet overall product-safety requirements, as well as conflicts or requirements, if any, that may or should not be applicable to the connected consumer product. This guide recognizes that the overall system safety of the connected consumer product is the primary objective. Property damage, including non-functionality of the connected consumer product, is only included to the extent that such property damage poses a risk of personal injury. Data security beyond the extent necessary to ensure system safety, or privacy-related issues, are not addressed in this guide although measures to address the protection of personal information may help mitigate connected consumer product safety issues.4.2 This guide provides guidelines for:4.2.1 Remote updates;4.2.2 Software, firmware, and configuration risk management designed to ensure compliance with an end product safety standard and to prevent the creation of an unanticipated hazard from the connected consumer product; and4.2.3 Cybersecurity risk controls for the software, firmware, and configuration of architecture and design.1.1 This guide provides guidance for connected consumer products, as defined in 1.1.1, as it relates to physical product safety hazards created by virtue of their connectivity. It applies to connected products that need testing and evaluation to prevent cybersecurity vulnerabilities and weaknesses that could compromise the safety-related performance of the product, create a physical safety hazard in the product or its operation, or result in a noncompliance to the underlying end product safety standard.1.1.1 Connected consumer product or Internet of Things (IoT) consumer device means any consumer device or physical object that is capable of connecting to the internet or other network, directly or indirectly, and is assigned an internet, Bluetooth, or other communication protocol address or identifier. This consumer safety specification is intended to address incidents reported by the U.S. Consumer Product Safety Commission (CPSC) relating to frame child carriers. In response to the incident data compiled by the CPSC, this consumer safety specification attempts to minimize the hazards associated with these products from the following: occupant retention, structural integrity, and deficiency of consumer education regarding product use. This consumer safety specification is intended to deal with reasonably foreseeable use and misuse of the products. Performance requirements of the frame child carriers shall be determined by subjecting them to the following tests: leg opening test, dynamic strength test, static load test, stability test, locking device test, unintentional folding test, and removal of protective components test such as torque test and tension test. Instructions shall be provided with the product and shall be easy to read and understand. Instructions for assembly, use, maintenance, and cleaning of the product, and warnings, where applicable, shall be included.1.1 This consumer safety specification covers performance requirements, test methods, and marking requirements to promote safe use of frame child carriers.1.2 This consumer safety specification is intended to minimize the risk of injury to a child from the normal use and reasonably foreseeable misuse of these products.1.3 For the purposes of this consumer safety specification, a frame child carrier is a product, normally of sewn fabric construction on a tubular metal or other frame, which is designed to carry a child, in an upright position, on the back of the caregiver. A frame child carrier is intended for use with a child that is able to sit upright unassisted and weighs between 16 lb and 50 lb (7.3 kg and 22.7 kg). The frame child carrier is intended to be worn on the back of the caregiver’s body, with the carrier, and thus the child, suspended from both shoulders of the caregiver.
