This specification covers sheet floor covering having a vinyl wear layer without backing. Products also may contain a clear specialty performance top layers. This type of floor covering is intended for use in commercial and light commercial buildings. 5.1 This test method is used to determine the time to sustained flaming and heat release of materials and composites exposed to a prescribed initial test heat flux in the cone calorimeter apparatus.5.2 Quantitative heat release measurements provide information that can be used to compare wall or ceiling coverings and constructions and for input to fire models.5.3 Heat release measurements provide useful information for product development by giving a quantitative measure of specific changes in fire performance caused by component and composite modifications.5.4 Heat release data obtained by this test method will be inappropriate if the product will not spread flame over its surface under the fire exposure conditions of interest.5.5 Variations in substrates, mounting methods, and adhesives used to laminate composite products will potentially affect the test responses. These variables must be controlled during any comparative experiments.5.6 Test Limitations—The test data are invalid if any of the following occur:5.6.1 Explosive spalling,5.6.2 The specimen swells sufficiently prior to ignition to touch the spark plug or swells up to the plane of the heater base during combustion, or5.6.3 The surface laminate rolls or curls when placed under the radiant heater.5.7 The specimens are subjected to one or more specific sets of laboratory conditions in this procedure. If different test conditions are substituted or the end-use conditions are changed, it is not always possible by or from this test to predict changes in the fire-test-response characteristics measured. The results are therefore valid only for the fire test exposure conditions described in this procedure.1.1 This fire-test-response test method covers determination of the ignitability and heat release rate of composites consisting of a wall covering or ceiling covering, a substrate, and all laminating adhesives, coatings, and finishes. Heat release information cannot be used alone to evaluate the flammability of wall coverings or ceiling coverings. The data are intended to be used for modeling or with other data to evaluate a material.1.2 This test method provides for measurement of the time to sustained flaming, heat release rate, peak and total heat release, and effective heat of combustion at a constant initial test heat flux of 35 kW/m2. Heat release data at different heat fluxes are also obtained by this test method. The specimen is oriented horizontally, and a spark ignition source is used.1.3 The fire-test-response characteristics are determined using the apparatus and procedures described in Test Method E1354.1.4 The tests are conducted on bench-scale specimens combining the components used in the actual installation.1.5 The values stated in SI units are to be regarded as the standard. 5.1 The determination of dimensional change of pile yarn floor covering is useful in quality and cost control during manufacture of pile yarn floor covering. The appearance and performance may be affected by the changes in the dimensions of pile yarn floor covering. This test method is considered satisfactory for acceptance testing of commercial shipment because current estimates of between laboratory precision are acceptable, and this method is commonly used in the trade for acceptance testing.5.2 If there are differences of practical significance between reported test results for two laboratories (or more), comparative tests should be performed to determine if there is a statistical bias between them using competent statistical assistance. As a minimum use the samples for such comparative tests that are as homogenous as possible, drawn from the same lot of material as the samples that resulted in disparate results during initial testing and randomly assigned in equal numbers to each laboratory. The test results from the laboratories involved should be compared using a statistical test for unpaired data, a probability level chosen prior to the testing series. If a bias is found either its cause must be found and corrected, or future test results for that material must be adjusted in consideration of the known bias.1.1 This test method covers the determination of dimensional changes in the lengthwise and width-wise direction and distortion likely to occur when pile floor coverings are exposed to various conditions of moisture and heat. 5.1 This test method provides a procedure for identification of those finished textile floor covering materials that can be rated as flame-resistant under specific controlled laboratory conditions.5.2 This test method does not specify the use of an underlay material. If an underlay material is used to assess the effect of a specific underlay in combination with a specific floor covering, such a variation in procedure must be noted in the report.5.3 In this test, results are observed with the specimens in a horizontal plane. Different results are possible if the same material is tested or used in any other plane.5.4 Test Method D2859 for testing finished textile floor covering materials for flammability is considered satisfactory for acceptance testing of commercial shipments since the method has been used extensively in the trade for acceptance testing. In cases of disagreement arising from differences in values reported by the purchaser and the seller when using this method for acceptance testing, the statistical bias, if any, between the laboratory of the purchaser and the laboratory of the seller shall be determined with each comparison being based on testing specimens randomly drawn from one sample of material of the type being evaluated.5.5 The test procedures of this standard are similar but not identical to those contained in the standards for the surface flammability of carpets and rugs of the U.S. Consumer Product Safety Commission4 (see also 1.1). The acceptance criterion of these CPSC standards requires that at least seven out of eight individual specimens of a given carpet or rug have passed the test, that is, that the charred portion of a tested specimen shall not extend to within 25.4 mm (1.0 in.) of the edge of the hole in the flattening frame at any point.5.6 The acceptance criterion of this test method is consistent with that of CPSC standards (see Section 10).1.1 This fire-test-response standard describes a test method for the determination of the flammability of finished textile floor covering materials when exposed to an ignition source under controlled laboratory conditions.1.1.1 Carpets and rugs offered for sale in the United States are required by the Consumer Product Safety Commission (CPSC) to comply with the test methods in 16 CFR 1630 or 16 CFR 1631, as appropriate.1.1.2 This test method is similar but not identical to the test methods contained in 16 CFR 1630 and CFR 1631 and issued by CPSC. If compliance with one of the CPSC test methods is required, this test method does not ensure regulatory compliance.1.2 This test method is applicable to all types of textile floor coverings, regardless of the method of fabrication or whether they are made from natural or man-made fibers. 5.1 Density measurements of preformed pipe insulation are useful in determining compliance of a product with specification limits and in providing a relative gage of product weights. For any one kind of insulation some important physical and mechanical properties, such as thermal conductivity, heat capacity, strength, etc., bear a specific relationship with its density; however, on a density basis, these properties are not directly comparable with those for other kinds of material.5.2 The physical dimensions of preformed pipe insulation are important quantities not only for determining the density of the pipe insulation but also for determining the conformance to specifications. 5.1 This test method is used for acceptance testing of commercial shipments. Comparative tests as directed in 5.2 may be advisable.5.2 In a case of a dispute arising from differences in reported test results when using this test method, the purchaser and the supplier should conduct comparative tests to determine if there is a statistical bias between their laboratories. Competent statistical assistance is recommended for the investigation of bias. As a minimum, the two parties should take a group of test samples that are as homogenous as possible and are from a lot of material of the type in question. The test samples then should be assigned randomly in equal numbers to each laboratory for testing.
