5.1 This guide is intended for use by field personnel for the rapid evaluation of the presence of and type of radioactive materials, based on information obtained from available field instrumentation. Guidance is offered for actions which may be taken to better understand the instrument indications for various scenarios, and guidance is offered for personnel protection and consultation with additional appropriate authorities.5.2 This guide does not include policy or procedures for radiation health protection. Such policy and procedures are determined locally by the organization(s) involved (site, city, county, state, federal). The policies and procedures may vary between organizations and may be dependent on the type of radiological incident. Users of this guide should be familiar with the policies of their local organizations.1.1 The objective of this guide is to provide useful information for the interpretation of radiological instrument responses in the event of a radiological incident or emergency.1.2 For the purposes of this guide, a radiological incident or emergency is defined as those events that follow the indication of the presence of radioactive material outside of a Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) defined radiological area. The event may be triggered by a law enforcement officer wearing a radiation pager during the course of his routine duties, a first responder at the scene of an accident wearing a radiation pager, a HAZMAT team responding to the scene of an accident known to involve radioactive material surveying the area, etc.1.3 The values stated in SI units are to be regarded as standard. 5.1 An inherent characteristic of some alloys of austenitic stainless steel is their tendency to crack at stress points when exposed to certain corrosive environments. The mechanisms of ESCC are complex and not completely understood but are apparently related to certain metallurgical properties. Chloride and fluoride ions have the potential to induce stress corrosion cracking in the absence of inhibiting ions.35.2 Chlorides are common to many environments, so great care shall be taken to protect austenitic stainless steel from chloride contamination.5.3 Most thermal insulations will not, of themselves, cause stress corrosion cracking. Preproduction qualification tests are used to evaluate that under the conditions of the laboratory test that specific thermal insulation materials do not cause cracking of sensitized austenitic stainless steel. Insulation systems have the potential to act as collecting media by means of transmigration and concentration of corrosive ions on heated stainless steel surfaces. Exposure to elevated temperature results in evaporation of water and increased chemical reaction rates. Environments containing corrosive ions, moisture, and oxygen will increase the chance for stress corrosion cracking.5.4 Insulation materials are available that are specially formulated to inhibit stress corrosion cracking in the presence of chlorides through modifications in basic composition or incorporation of certain chemical additives.5.5 The ability of the 28-day test to measure the corrosion potential of insulation materials is documented by Karnes,4 whose data appear to have been used for construction of the acceptability curve used in Specification C795 and other specifications.5.6 The metal for all of the coupons used in this test method (C692) shall be qualified (see Section 14) to ascertain that under conditions of the test, chloride ions will cause the metal to crack, and deionized water alone will not cause cracks.1.1 This test method covers two procedures for the laboratory evaluation of thermal insulation materials to determine whether they contribute to external stress corrosion cracking (ESCC) of austenitic stainless steel due to soluble chlorides within the insulation. This laboratory procedure is not intended to cover all of the possible field conditions that contribute to ESCC.1.2 While the 1977 edition of this test method (Dana test) is applicable only to wicking-type insulations, the procedures in this edition are intended to be applicable to all insulating materials, including cements, some of which disintegrate when tested in accordance with the 1977 edition. Wicking insulations are materials that wet through and through when partially (50 % to 75 %) immersed in water for a short period of time (10 min or less).1.3 These procedures are intended primarily as a preproduction test for qualification of the basic chemical composition of a particular manufacturer's product and are not intended to be routine tests for ongoing quality assurance or production lot compliance. Test Methods C871, on the other hand, is used for confirmation of acceptable chemical properties of subsequent lots of insulation previously found acceptable by this test method.1.4 The values stated in inch-pound units are to be regarded as standard. 5.1 Glass specimens to be tested shall be mounted in a standard test frame with four sides supported, or in a test frame designed to represent specific glazing conditions.5.2 Loads on glass in windows, curtain walls, and doors may vary greatly in magnitude, direction, and duration. Any design load (wind, snow, etc.) that can reasonably be applied to the test specimens or transformed into an equivalent uniform design load can be considered. Load transformation techniques are addressed in the literature (1, 2, 3).35.3 The strength of glass varies with many different factors including surface condition, load duration, geometry, relative humidity, and temperature (4). A thorough understanding of those strength variations is required to interpret results of this test method.1.1 This proof load test method is a procedure to determine, with a 90 % confidence level, if the probability of breakage under design loads for a given population of glass specimens is less than a selected value. It is not intended to be a design standard for determining the load resistance of glass. Practice E1300 shall be used for this purpose.1.2 This test method describes apparatus and procedures to select and apply a proof load to glass specimens, to determine the number of glass specimens to be tested, and to evaluate statistically the probability of breakage. This test method may be conducted using the standard test frame specified herein or a test frame of the user's design.1.3 Proper use of this test method requires a knowledge of the principles of pressure measurement and an understanding of recommended glazing practices.1.4 The values stated in inch-pound units are to be regarded as standard. 5.1 This test method is a general procedure for testing architectural glass products under uniform static loads.5.2 Loads on glass in windows, curtain walls, and doors may vary greatly in magnitude, direction, and duration.
