4.1 The purpose of this guide is to define the elements of a radiological protection training program that will enable a radiation worker, upon completion of training, to achieve the following:4.1.1 Understand the relative health and safety risks associated with the types and levels of radiation that may be encountered during the work assignment in radiologically controlled areas,4.1.2 Complete the forms and records necessary to be permitted to function as a radiation worker,4.1.3 Practice the necessary monitoring and contamination control techniques to minimize exposure to radiation or radioactive materials, or both, and4.1.4 Practice work habits that will minimize the impact of radiation or radioactive materials, or both, upon the workplace and surrounding environments.4.2 The standardization of radiation worker radiological protection training provides the individual radiation worker with a greater assurance that the training received is adequate to minimize radiation exposure, to enable the worker to work safely in a radiologically controlled area, and to meet applicable regulations.4.3 The standardization of radiation worker radiological protection training prevents unnecessary retraining of radiation workers.4.4 This guide should be used as the basis for establishing a radiological protection training program for radiation workers at nuclear facilities.1.1 This guide covers general recommendations with respect to standard work practices, procedures, and measurement methods for the radiological protection portion of health and safety training for radiation workers at nuclear facilities. This guide defines the elements of a training program for radiation workers consistent with the philosophy that occupational radiation exposure be kept as low as is reasonably achievable (ALARA). Regulatory agencies have statutory responsibilities to promulgate regulations applying to the training of workers exposed to radiation hazards. This guide shall not take precedence over any such regulations.1.2 This guide is intended to help ensure that the employer provides the radiation worker with radiological protection training that the worker needs to work safely in a radiologically controlled area and to maintain radiation exposure ALARA.1.3 The scope of radiological protection training shall be related to the duties and responsibilities of each radiation worker and shall be commensurate with potential radiological protection problems in the radiologically controlled area.1.4 This guide is also intended to provide guidance that will enable an evaluation of the effectiveness of the radiological protection training program toward achieving the purpose stated in Section 4.1.5 This guide does not cover the more detailed training requirements for radiation protection professionals or technicians.1.6 This guide provides reference to the type of radiological protecting training records that should be created, and recommends retention periods for radiological protection training records.1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. 4.1 This guide establishes the minimum training criteria for Mountain Bike Search and Rescue Endorsed personnel.4.2 At no time will this standard supersede any established protocols of international, national, federal, state, tribal, local, or regional governments.4.3 Every person who is identified as a Mountain Bike Search and Rescue Endorsed individual shall have met the requirements of this guide.4.4 Though this guide establishes only minimum standards, it does not imply that a Mountain Bike Search and Rescue Endorsed individual is a “trainee,” “probationary,” or other similarly termed member of an agency or organization.4.4.1 The AHJ is responsible for determining the requirements and qualifications for its team member ratings.4.4.2 Nothing in this guide precludes an AHJ from adding additional requirements for its own members.4.5 A person meeting the requirements of this guide does not necessarily possess adequate field skills and knowledge to make mission-critical decisions.4.6 This guide by itself is not a training document. Likewise, this guide may be used to evaluate an existing training program to see if it meets the requirements in this guide.4.9 The knowledge, skills, and abilities presented in the following sections are not in any particular order and do not represent a training sequence.4.10 This guide does not stand alone and must be used with other ASTM Standards to identify the knowledge, skills, and abilities needed for a Mountain Bike Search and Rescue Endorsed individual to perform safely and effectively.4.11 Mountain Bike Search and Rescue Endorsed personnel shall document training by completion of a position task book, compliant with ASTM F3068, or by field demonstration under qualified supervision.4.11.1 Where proficiency in a skill or ability must be demonstrated, unless stated otherwise it shall be demonstrated for initial qualification, and as often as required by the AHJ.4.11.2 Proficiency shall be demonstrated to a qualified observer as defined by the AHJ.1.1 This guide establishes the minimum training and equipment requirements, including general and field knowledge, skills, and abilities, for search and rescue personnel who operate on mountain bikes.1.2 Mountain Bike Search and Rescue Endorsed individuals may, under qualified supervision, perform their normal duties safely and effectively on mountain bikes.1.3 A Mountain Bike Search and Rescue Endorsement alone is not sufficient to indicate that an individual has the knowledge, skills, or abilities to perform any specific duties, including search and rescue operations, other than those defined within this guide.1.4 Personnel trained to only this guide are not qualified to operate in leadership positions.1.5 Mountain Bike Search and Rescue Endorsed individuals operate on the surface of the land only, including urban or disaster areas that may be isolated or have lost supporting infrastructure.1.6 Human land SAR resources that may utilize personnel trained to this guide are classified in Classification F1993.1.6.1 Further training may be required before Mountain Bike Search and Rescue Endorsed personnel may participate on a particular Category or Kind of SAR resource, depending on local needs, regulations, or policies of the authority having jurisdiction.1.7 This guide alone does not provide the minimum training requirements for SAR personnel to operate on mountain bikes while performing operations in partially or fully collapsed structures, in- or on-water, in confined spaces, underground (such as in caves, mines, and tunnels), or in mountain or alpine environments.1.8 Personnel trained to this guide are not qualified to perform rescue. No training in rope use, high or low angle litter evacuation, or other rescue skills is included in this guide.1.8.1 Basic rescue skills and knowledge are found in Guide F2751.1.9 Mountain Bike Search and Rescue Endorsed personnel must work under qualified supervision, as deemed appropriate by the AHJ.1.10 This standard is created without regard to the type of mountain bike, gear, panniers, first aid supplies, or personal protective equipment that is used by a Mountain Bike Search and Rescue Endorsed individual.1.11 This standard does not purport to address all of the safety concerns, if any, associated with its use. 4.1 A training program provides the theoretical foundation and practical skills necessary for a trainee to become a qualified forensic hair examiner.4.2 A trainee is directly supervised by a qualified examiner throughout their training. At the end of the training program, a successful trainee is capable of forming opinions, presenting and explaining evidence, and understanding the limitations of analytical results and interpretations based upon sound scientific knowledge, validated procedures, and practical experience.4.3 A trainee is required to meet the minimum training criteria in Practice E2917 and this practice. It is the laboratory management’s responsibility to ensure the selected trainee has the appropriate educational background. It is recommended that, at a minimum, the trainee possess a bachelor’s degree in a natural science.4.4 This document outlines lessons, practical exercises, and criteria to monitor and evaluate trainee progress and is designed to be incorporated into an overall laboratory training program.4.5 Additional training beyond that which is listed here should be made available to the trainee. Such training might include off-site courses, internships, and specialized training by experienced examiners. Continuing education and training will provide a forensic examiner the opportunity to remain current in the field.4.6 Additional analyses can be performed on hairs that have been chemically altered (for example, dyed hair) or have trace materials on the surface (for example, glitter). Such techniques are beyond the scope of this document.4.7 This practice addresses the benefit of following microscopical examinations with DNA analysis.1.1 This practice covers training guidelines for use by forensic laboratory personnel responsible for training forensic examiners that will perform hair examinations, including microscopical comparisons of human hair.1.2 Forensic hair examiners are trained in accordance with Practice E2917 and the discipline-specific guidelines (Guide E3316) and criteria within this practice.1.3 This practice contains guidelines that include the tasks, goals, and objectives that allow the trainee to acquire the requisite knowledge, skills, and abilities to independently perform casework in the microscopical examination of hair.1.4 This practice addresses the correlation between the analytical results of microscopical examinations and the potential for DNA analysis.1.5 This practice addresses training for the microscopical examination of hairs and not the examination of chemical alterations (for example, hair dye) or trace materials on the surface of hairs (for example, hair care products).1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. This may be by written exam, oral exam, demonstration, or by some combination of the three.4.12 Additional skill set-specific endorsements may be used in conjunction with this document to train rescue personnel for other rescue disciplines.1.1 This guide establishes the minimum training requirements, including general and field knowledge, skills, and abilities, for personnel who lead land search and rescue teams.1.2 Land Search and Rescue Team Leaders direct search and rescue teams on the surface of the land only, including urban or disaster areas that may be isolated or have lost supporting infrastructure.1.3 This guide does not provide the minimum training required for conducting rescues in partially or fully collapsed structures, in or on water, in confined spaces, or underground (such as in caves, mines, and tunnels), or in mountainous terrain.1.4 Personnel trained to this guide alone are qualified to conduct or lead search and rescue operations on non-technical terrain.1.5 Personnel trained to this guide alone are not qualified to direct rope rescues. No knots, rope work, or high angle or low angle rescue skills are included in this guide.1.5.1 The minimum training required for rope rescue can be found in Guides F2752, F2954, and F2955.1.5.2 Personnel trained to this standard and having a Rope Rescuer Endorsement (Guides F2752, F2954, F2955) are qualified to supervise rope rescue teams of equal level or lower.1.6 A Land Search and Rescue Team Leader can be utilized as a team leader for land search or rescue teams, a single resource, or a support person for a canine search team.1.7 Land Search and Rescue Team Leaders are eligible to supervise Land Search, Land Rescue, Land Search and Rescue, and Untrained teams or crews as defined in Classification F1993 for non-wilderness and wilderness operations.
