This test method covers determination of the effects of cleaning solutions and chemical maintenance materials on painted aircraft surfaces. Materials used for testing shall be drawing pencils, fine sand paper, abrasive mats, acetone, MIL-PRF-85285 coating, MIL-PRF-23377 primer coating, chemical conversion materials, and distilled or deionized water. Plate and sheet specimens of aluminum alloy shall be examined under concentrated and diluted test solutions. Pencils preparation, panels preparations, testing, and hardness determination shall be done according to the indicated procedure.1.1 This test method covers determination of the effects of cleaning solutions and liquid cleaner concentrates on painted aircraft surfaces (Note 1). Streaking, discoloration, and blistering may be determined visually. Softening is determined with a series of specially prepared pencils wherein determination of the softest pencil to rupture the paint film is made.NOTE 1: This test method is applicable to any paint film that is exposed to cleaning materials. MIL-PRF-85285 has been selected as a basic example. When other paint finishes are used, refer to the applicable material specification for panel preparation and system curing prior to testing.1.2 The values stated in inch-pound units are to be regarded as standard. 4.1 This industry-developed standard may be used as a guide in developing AMT/AME curriculum programs to help ensure enhanced knowledge and skill levels for the maintenance technician/engineer in today’s ever-changing and highly technical aviation environment.1.1 The primary purpose of this guide is to address the fundamental subject knowledge, task performance, and task knowledge activities, labeled ‘Core Competencies,’ that ensures the Aircraft Maintenance Technician/Maintenance Engineer (AMT/AME) have the necessary basic knowledge and skills for today’s global aviation maintenance environment. Thus, the ASTM F46 Aerospace Personnel Committee has developed academic and skills knowledge standards that have been developed by aerospace industry-lead working groups. These standards reflect industry best practices and provide a focus on levels of safety that may exceed current regulatory guidance for aircraft maintenance technician academic and skills standards. This guide may supplement a state’s basic general requirements for AMT/AME certification. It is not the intent of this guide to replace the basic or general requirements, but to ensure the AMT/AME is trained on these core competencies to the level as indicated. This guide may be used as a basis for an approval when specifically identified as such by the appropriate governing authority. Parts of this guide may also be referenced by other aerospace personnel groups seeking training, educational, qualification, or certification standards. 4.1 Proper installation is critical to effective performance of silt fence. This practice presents procedures for installing and maintaining silt fence that have been shown to result in silt fence installations that effectively redirect and impound surface runoff and, thereby, provide effective sediment control.NOTE 1: The quality of the result produced by this standard is dependent on the competence of the personnel performing it, and the suitability of the equipment and facilities used. Agencies that meet the criteria of Practice D3740 are generally considered capable of competent and objective testing/sampling/inspection/etc. Users of this standard are cautioned that compliance with Practice D3740 does not in itself assure reliable results. Reliable results depend on many factors; Practice D3740 provides a means of evaluating some of those factors1.1 This practice covers common installation and maintenance procedures for temporary silt fence applications. This practice is based on AASHTO M288.1.2 This practice is applicable to the use of silt fence as a vertical permeable interceptor designed to remove suspended soil from overland, non-concentrated water flow. The function of a temporary silt fence is to trap and allow settlement of soil particles from sediment laden water by intercepting and impounding water in an effort to slow the transport velocity and provide storage for sediment to be captured. The purpose is to greatly limit the transport of eroded soil from the construction site by water runoff.1.3 The practices presented herein are intended to ensure good workmanship and quality, but do not necessarily apply to the concentrated flow applications.1.4 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents, therefore each system shall be used independently of the other.
