This specification prescribes the performance criteria for strippable/removable coatings used in immobilizing radioactive contamination, minimizing worker exposure, and facilitating subsequent decontamination or protecting uncontaminated areas against the spread of radioactive contamination. It covers the minimum performance requirements (shelf life, tensile strength, adhesion, abrasion resistance, dry/cure time, decontamination factor, airborne release fraction) as well as the mechanical and chemical properties for strippable/removable coatings. The strippable/removable coating is intended to reduce: migration of the radioactive contamination into or along buildings, equipment, and other surfaces; resuspension of contamination into the air and the airborne intake hazards of the contamination; and the spread of contamination as a result of external forces such as pedestrian traffic. The strippable/removable coating shall: be applicable to both vertical and horizontal surfaces; work within a range of environmental and radiological conditions; and be readily applied to both porous and nonporous materials such as concrete, wood, metal, ceramics, and plastics. Furthermore, the strippable/removable coating may include constituents that will physically or chemically bind and immobilize radioactive contamination.1.1 This specification is intended to provide a basis for identification of strippable/removable materials used to immobilize radioactive contamination, minimize worker exposure, and facilitate subsequent decontamination or to protect uncontaminated areas against the spread of radioactive contamination.1.2 The values stated in inch-pound units are to be regarded as standard. This specification details the minimum property, design and construction requirements for flexible removable and reusable blanket insulation for hot service of above ambient temperatures. Insulation must be one of the following flexible fibrous materials acceptable for the maximum temperature of service: high temperature fiber blanket of any type or grade; needled glass fiber mechanically bonded felt; and mineral fiber blanket of the type suitable for the application. The material for the outer jacket liner and straps, where used, shall either be plain woven glass fiber fabric or that which has been treated with a water resistant compound such as silicone or fluorocarbon, and conforms with the following requirements: minimum weight; breaking strength; tear strength; burst strength; abrasion resistance; color; temperature resistance; and flame resistance.1.1 This specification addresses the minimum requirements for materials and fabrication of flexible removable and reusable blanket insulation for hot service, from above ambient temperatures to 1000°F (538°C).1.2 This specification separately addresses industrial applications, outdoor commercial applications, and indoor commercial applications. Blanket insulation for industrial applications and outdoor commercial applications must be weather resistant and resistant to liquid chemicals. Blanket insulation for indoor commercial applications is limited to 500°F (260°C) maximum use temperature, is not required to be either weather resistant or resistant to chemicals, and is typically used for HVAC, plumbing, and other light grade indoor piping systems that distribute steam or water, or both.1.3 The values stated in inch-pound units are to be regarded as standard. 5.1 Liquid penetrant examination methods indicate the presence, location, and, to a limited extent, the nature and magnitude of the detected discontinuities. This practice is intended primarily for portability and for localized areas of examination, utilizing minimal equipment, when a higher level of sensitivity than can be achieved using visible process is required. Surface roughness may be a limiting factor. If so, an alternative process such as post-emulsified penetrant should be considered, when grinding or machining is not practical.1.1 This practice2 covers procedures for fluorescent penetrant examination utilizing the solvent-removable process. It is a nondestructive testing method for detecting discontinuities that are open to the surface, such as cracks, seams, laps, cold shuts, laminations, isolated porosity, through leaks, or lack of fusion and is applicable to in-process, final, and maintenance examination. It can be effectively used in the examination of nonporous, metallic materials, both ferrous and nonferrous, and of nonmetallic materials such as glazed or fully densified ceramics and certain nonporous plastics and glass.1.2 This practice also provides a reference:1.2.1 By which a fluorescent penetrant examination solvent-removable process recommended or required by individual organizations can be reviewed to ascertain its applicability and completeness.1.2.2 For use in the preparation of process specifications dealing with the fluorescent solvent-removable liquid penetrant examination of materials and parts. This guide covers the criteria for specifying removable insulation covers for surfaces operating in ait at temperatures above ambient. This guide, however, does not cover the criteria for the design of the equipment for which the removable insulation covers are intended for use, nor does this guide establish the applicability of such covers over all surfaces. The insulation cover shall be fabricated from a fibrous insulation material encased in a tailored fabric or wire mesh enclosure, or both. Covers shall adhere to the physical and chemical requirements such as resistance to temperature, chemical resistance, weather resistance, fire endurance, acoustical performance, and service life.1.1 This guide recommends the criteria to be considered in specifying removable insulation covers for surfaces operating in air at temperatures above ambient.1.2 A removable insulation cover is fabricated from a fibrous insulation material encased in a tailored fabric or wire mesh enclosure, or both. The fabric seams are typically held together with thread, metal rings, or staples, or combination thereof. These covers must be designed and fabricated to allow a close fit with tight joints over piping, elbows, flanges, valves, and tanks. They are intended to be easily removed and replaced to allow for periodic access to the surfaces they cover.1.3 In addition to thermal performance, there are other performance requirements of removable covers. These may include, but are not limited to:1.3.1 Temperature exposure,1.3.2 Chemical and weather exposure,1.3.3 Acoustical, and1.3.4 Fire endurance.1.4 The materials from which the cover is made may include, but are not limited to:1.4.1 Insulation media,1.4.2 Fabric, metal mesh enclosure, or foil enclosure,1.4.3 Seam materials (thread, metal hooks, etc.), and1.4.4 Attachment system (hook and loop attachment, straps, wire, etc.).1.5 The shape, size, and physical design of the cover varies depending on the object to be covered. The cover may consist of more than one piece. Pipes, valves, pumps, and flanges are typical objects to be covered. In many cases, on-site measurements need to be made to ensure an acceptable fit.1.6 The values stated in SI units shall be regarded as the standard.
