适用范围：

This standard provides systematic cargo measurement procedures for use primarily by cargo inspectors and to specify procedures directed at minimizing cargo contamination and losses, in the absence of, or in conjunction with, specific client guidelines. This document should be considered a summary of best practices used within the industry. A joint API/Energy Institute (EI) standard, it also carries the EI designation Hydrocarbon Management, HM 51.
