1.1 This consumer safety specification establishes performance requirements, test methods, and labeling requirements to promote the safe use of infant bathers.1.2 This consumer safety specification is intended to reduce the risk of death and minimize injury to infants resulting from use and reasonably foreseeable misuse or abuse of infant bathers.1.3 No infant bather produced after the approval date of this consumer safety specification shall, either by label or other means, indicate compliance with this specification unless it conforms to all requirements contained herein.1.4 The values stated in inch-pound units are to be regarded as standard. This consumer safety specification covers the requirements and test methods to promote safe use of infant and infant/toddler rockers by both occupants and caregivers. It is intended to minimize the risk of injury or death associated with a child’s use of an infant or infant/toddler rocker. The specific hazards addressed by this specification are product disassembly/collapse, stability, and falls from elevated surfaces. Intended occupants for infant rockers are infants who have not developed the ability to sit up unassisted (approximately 0-6 months of age), and infant/toddler rockers with an extended use with occupants until toddler age (approximately 2.5 years of age). Both infant and infant/toddler rockers include a restraint system. This specification does not address positions or modes on products that recline to 10 degrees or less above the horizontal or are intended primarily for sleeping. Also excluded from this specification are rockers intended for toddler only use without a restraint system, hand-held infant carriers or inclined sleep products that have the ability to rock or have a rocking mode. Test methods include seat angles test and cover single action release mechanisms, restraint system, stability, static slip resistance, structural integrity, disassembly/collapse, toy bar attachment integrity, permanency of labels and warnings, and protective components. This specification covers the relationship between a person (consumer), organization, or custodian (or other authorized representative) and a managing (storing) organization (such as a web site or other organization). This will provide guidance to consumers, suppliers of personal (consumer) health records (PCHR) applications, and the public at large regarding the PCHR. Because the PCHR is distinct from the provider-based patient health record (PHR), the laws and conventions for provider-based patient health records may not apply to the PCHR. The PCHR supplier shall allow a consumer or other authorized individual easy access at any point in the PCHR application to the policies and standards to which the PCHR supplier site adheres, as well as their associated charges, if any. In a PCHR application, a consumer has the right to know about the following: the PCHR supplier's business model or a general outline of how its revenues are generated; how PCHR information is handled; how to get a copy of the PCHR; the extent of data mining, whether it is in aggregate or de-identified form, as well as options for opting-out of such data mining activities; PCHR supplier's privacy policy; options for transferring the PCHR to another supplier or elsewhere; provisions for identifying the audit trail for access to the consumer record when suppliers change and when changes occur in the business enterprise under which the supplier and record keeper operates; in case the business enterprise changes, the reissuance of privacy statements and positive reconfirmation of postal and mail address by the consumer following any corporate changes is recommended; and how to request deletion or destruction, or both, of a personal file at a PCHR supplier's system.1.1 This specification covers the relationship between a person (consumer), organization, or custodian (or other authorized representative) and a managing (storing) organization (such as a web site or other organization). However, web-based personal (consumer) health records that are created by healthcare providers or health plans are not within the scope of this specification. 5.1 Despite child-resistant packaging requirements for most potentially harmful liquid consumer products, each year tens of thousands of young children are evaluated in emergency departments for potential poisoning from liquid consumer products. Products that use reclosable safety packaging rely on users to resecure the child-resistant closure fully after each use. If the closure is not fully secured or a child opens the closure, the entirety of the product contents is immediately accessible. Restricted delivery systems are a type of packaging for medications and other liquid consumer products designed to limit the amount of product that is accessible even after the primary closure is removed.5.2 This test method can be used to provide quantitative assessment of restricted delivery systems for liquid consumer products. This test method outlines three types of mechanical test procedures to simulate methods young children may use when attempting to access liquid contents from a container. To evaluate the efficacy of restricted delivery systems, tests are conducted with the primary closure removed and under conditions approximating intended use of the products. Instruction for use for the intended product should be used when preparing the samples for testing; for example, storage temperature, shaking of product, and use of associated dispensing devices when applicable.1.1 This test method covers assessment of non-metered restricted delivery system characteristics so that they can be evaluated to a standard that signifies efficacy in limiting accessibility of liquid contents to young children.1.2 This test method provides general test conditions for the determination of flow control of liquids by restricted delivery systems using mechanical testing to simulate methods that may be used to access liquid consumer products by young children.1.3 The test parameters provided within this test method are estimates based on existing literature and experience. The estimated values are intended to allow comparison of performance characteristics across different restricted delivery systems.1.4 This test method applies to liquids packaged in reclosable containers.NOTE 1: Since there are many variables that may affect release of liquid (for example, rigidity of container, viscosity of liquid contents, or variation in test equipment), it is important that the entire restricted delivery system is tested together as intended for use while using the same or similar testing equipment. This test method does not address other product characteristics that might be affected by use of restricted delivery systems (for example, uniformity of active ingredient throughout duration of use).1.5 Units—The values stated in either SI units or inch-pound units are to be regarded separately as standard.
