4.1 Permittivity and dissipation factor are sensitive to changes in chemical composition, impurities, and homogeneity. Measurement of these properties is, therefore, useful for quality control and for determining the effect of environments such as moisture, heat, or radiation.1.1 This test method covers the determination of the relative permittivity (dielectric constant) and dissipation factor of solid dielectrics from 50 Hz to 10 MHz over a range of temperatures from −80 to 500 °C.2,3 Two procedures are included as follows:1.1.1 Procedure A—Using Micrometer Electrode.1.1.2 Procedure B—Using Precision Capacitor.NOTE 1: In common usage the word “relative” is frequently dropped.1.2 This standard does not purport to address all of the safety concerns, if any, associated with its use. 4.1 This test has been used to measure viscosities of automotive topcoats in place of No. 4 Ford cup measurements and has provided an equivalent ability to evaluate whether the paint meets specifications and is sprayable.4.2 The method could be considered as an alternative to No. 4 Ford cup and other efflux cup measurements for other products as well.4.3 The type of viscometer described in this method gives better temperature control than Ford and other efflux cups and is expected to give better precision.4.4 This test method is suitable for all paints and related materials whether they are Newtonian in behavior or not.1.1 This test method covers the determination of the viscosity of paints and related products using a cone/plate viscometer at a shear rate of 500 s-1.1.2 Viscosity values obtained by this method may be used as an alternative to results from No. 4 Ford cup measurements. The values from this method do not replicate Ford cup results, but can be used for quality control, producer-user specifications and viscosity reduction in the same manner that Ford cups are used.1.3 If viscosity at a higher shear rate is needed, Test Method D4287, which describes viscosity measurement at 10 000 s-1 to 12 000 s-1 may be used.1.4 The values stated in SI units are to be regarded as standard. 5.1 The flame height and color (indicative of air-to-gas ratio) for a test flame have traditionally been specified in the individual test method. The energy content of the flame has also been addressed by reference to a specific supply gas. It has been determined that the supply-gas back pressure and flow rate can be varied without affecting the height and color of the flame. However, the energy content of the flame is affected. This practice provides the back pressure and flow rate of the supply gas for a 20-mm (50-W) and a 125-mm (500-W) test flame, and a procedure for confirming the heat-evolution profile of the test flame.5.2 Information is provided for test flames using methane, propane, or butane. Using this information, these supply gases have the capability to be used interchangeably with a standardized burner to produce essentially the same test flame.1.1 This practice covers the confirmation of test flames for small-scale burning tests on plastic materials using the laboratory burner described in Specification D5025. Back pressures and flow rates for methane, propane, and butane supply gases are given for specific test flames. This practice describes a procedure to confirm the heat evolution of the test flame.1.2 The values stated in SI units are to be regarded as the standard.1.3 This standard is used to measure and describe the response of materials, products, or assemblies to heat and flame under controlled conditions, but does not by itself incorporate all factors required for fire hazard or fire risk assessment of the materials, products, or assemblies under actual fire conditions.NOTE 1: There is no similar ISO standard.
