This guide is written for all persons involved with HHWCs, but especially for those primarily responsible for establishing and providing training to workers at HHWCs. This guide is intended to provide recommended training topics which should be covered during the initial baseline and annual refresher training. The actual topics and depth of training for each worker must be assessed by the HHWC operator on a case-by-case basis with emphasis on the particular job assignment for each worker. The major factors the operator should consider are what are the anticipated hazards to which each worker may be exposed and what are the controls/work practices which the worker must know in order to do his or her job assignments safely.Another factor which the operator must consider is the areas in which each worker is expected to work or the areas to which each worker has access to as part of job assignments. For example, if an administrative assistant only has access to the office area, and never enters the active HHWC area, then training may be limited to required actions as part of the contingency plan. If, however, the administrative assistant is periodically required to enter into the active HHWC area, more detailed training is required based on anticipated hazards which the administrative assistant may be exposed to while in the HHWC area. When deciding on the training topics for the annual refresher training, the HHWC operator must decide on topics in Section 7 which are relevant to the HHWC workers attending the refresher training class. Factors which should be considered are:4.3.1 Hazards to which the workers may be exposed to,4.3.2 Changes in the standard operating procedures, contingency plan since the previous training,4.3.3 Length of time from which a worker has received training in the topics listed in Section 7, and4.3.4 Identification of incidents, hazards, unsafe conditions, or any other situations which indicate a need to retrain workers in a particular topic to ensure a safe and healthful workplace.1.1 This guide covers recommended health and safety training topics for workers at operations for the collection of household hazardous waste or conditionally exempt small quantity generator waste, or both, regardless of the type of collection. Although this guide is intended to protect the worker, public health, and the environment, it is not intended to satisfy all the health and safety training requirements under the Occupational Safety and Health Act of 1970 or the Resource Conservation and Recovery Act of 1976. Additionally, local and state requirements may also vary. Therefore, it is recommended that the operator of a household hazardous waste collection operation also check federal, state, and local regulations for additional requirements. This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this guide to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.

4.1 This test method provides an indication of the capability of the vacuum cleaner to remove embedded dirt from carpeting. This test method is based upon results of home cleaning tests so that, in most cases, a reasonable correlation exists between home and laboratory results. The amount of dirt picked up in the laboratory test may not be the same as in the home; however, it will show that, in most cases, a vacuum cleaner that performs well in the laboratory will perform well in a home. Laboratory results may differ due to variations in the homes, carpets, dirt, and other factors (see Section 6).4.2 In order to provide a uniform basis for measuring the performance described in 1.1, standardized test carpets and a standardized test dirt are employed in this procedure.1.1 This test method covers only a laboratory test for determining the relative carpet dirt removal effectiveness of household/commercial vacuum cleaners when tested under specified conditions.1.2 This test method is applicable to household/commercial types of upright, canister, and combination cleaners.1.3 The test method applies to embedded dirt removal from carpets, not the removal of surface litter and debris.NOTE 1: The F11.21 subcommittee is actively pursuing new market relevant carpets with the assistance of the carpet industry. Although plush and Frieze carpet panels are no longer available for purchase, some laboratories may still have samples for testing. In such cases, the table values remain valid.NOTE 2: Due to the influence of environmental conditions, variations in time, origin of test materials, and proficiency of the operator, most of the described test methods will give more reliable results when applied for comparative testing of a number of appliances at the same time, in the same laboratory, and by the same operator until a new interlaboratory study has been completed to provide repeatability and reproducibility values.1.4 The values stated in inch-pound units are to be regarded as standard. The values given in parentheses are mathematical conversions to SI units that are provided for information only and are not considered standard.1.5 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.1.6 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

4.1 Fabrics intended for this end-use should meet all of the requirements listed in Table 1.(A) There is more than one standard test method that can be used to measure breaking strength, bursting strength, tear strength, and lightfastness. These test methods cannot be used interchangeably since there may be no overall correlation between them (see Note 2, Note 3, Note 4, Note 5, and Note 9).(B) Class in colorfastness and SA rating is based on a numerical scale of 5.0 for negligible color change, color transfer, or wrinkling to 1.0 for very severe color change, color transfer, or wrinkling. The numerical rating in Table 1 or higher is acceptable.(C) AATCC Gray Scale for Color Change.(D) AATCC Gray Scale for Staining.(E) AATCC 9-Step Chromatic Transference Scale.(F) For durable-press fabrics only.(G) The development of a standard method has been referred to the American Association of Textile Chemists and Colorists.4.2 It should be recognized that fabric can be produced utilizing an almost infinite number of construction variables (e.g., type of fibers, percentage of fibers, yarn twist, yarn number, warp and pick count, chemical and mechanical finished). Additionally, fashion and aesthetics dictate that the ultimate consumer may find acceptable articles made from fabrics that do not conform to all of the requirements in Table 1.4.2.1 Hence, no single performance specification can possibly apply to all the various fabrics that could be utilized for this end-use.4.3 The uses and significance of particular properties and test methods are discussed in the appropriate sections of the specified test methods.1.1 This performance specification covers the requirements for all knit, lace, foam back, stitch-bonded, conventional weights, and sheer woven fabrics to be used in the manufacture of curtains and draperies.1.2 This performance specification is applicable to all fabrics except those made of glass.1.3 For those properties where fabric direction is pertinent, these requirements apply to the length and width directions for woven fabric and to both the wale and course directions for knit fabric.1.4 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. 4.1 This practice is useful for the selection of zippers that will be compatible with items to be care labeled.4.2 This practice is useful as a guide for the selection of test methods to evaluate zipper properties that are relevant to care-labeled items.1.1 This practice provides guidelines to the manufacturer for the selection of zippers to be used in garments and household furnishings that have care labels. The use of this practice will facilitate the selection of a zipper compatible with the end-item requirements. In the absence of complete knowledge of end-item characteristics, it is not possible to stipulate specific universal characteristics for a care label. Therefore following initial selection, the chosen zipper should be tested in a prototype item to confirm its suitability. Zipper properties to be considered are those that may, following refurbishing, be the ones likely to adversely affect the continued use and enjoyment of the item in which the zipper is installed.1.2 The product characteristics evaluated by this practice are shrinkage, colorfastness, and ironing deformation.NOTE 1: Test methods of interest include Test Method D2052, Test Method D2053, Test Method D2054, Test Method D2057, Test Methods D2060.1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.1.4 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.
