适用范围：

This part of GB/T 20851 specifies general application specifications,general technical requirements of key devices,On Board Equipment(OBE) data structure,application interfaces,application security and transaction procedures for the DSRC devices for ETC.
This part is applicable to ETC system for highway and Electronic Charging System for urban roads,and also can be refered for Automatic Vehicle Identification(AVI),vehicle entry and exit management and other fields.
