1.1 This consumer safety specification establishes performance requirements, test methods and marking requirements to promote safe use of recreational powered scooters and pocket bikes intended for use by children age eight to twelve years, and adolescents age thirteen and above. This consumer safety specification is intended to minimize the risk of injury to an occupant from the normal use and reasonably foreseeable misuse of these e-mobility products.1.2 For purposes of definition, a recreational powered scooter is a battery-powered motorized recreational vehicle that has two or more wheels, a low platform, a vertical element for the user to grasp, and a method of steering. Recreational powered scooters for children and adolescents are limited to speeds of 16 km/h (10 mph) or less for children age eight to twelve years, and adolescents age thirteen and above for fast-moving products capable of achieving speeds of 32 km/h (20 mph).1.3 For purposes of definition, a pocket bike is a motorized two-wheel vehicle designed for a single occupant in the seated position typically designed to look like a motorcycle but scaled down to one quarter to one half the size of a typical motorcycle and not intended for use on public roads. This consumer safety specification includes requirements for safety instructions and labeling for recreational powered scooters and pocket bikes. Safety instructions shall be included with each unit and shall have the following: age and weight limit of the user, original design and configuration of the unit, operation of the unit, pre-operation checks, demonstration of unit, appropriate clothing and helmet, and maintenance. The maintenance instructions shall include: brake adjustments and service, tire inflation pressures, lubrication points including recommended lubricants, drive system specification and service instructions, frame inspection procedures, capacity by weight, maximum operating speeds, service and adjustment procedures for all components, and a phone number to secure maintenance or operating assistance from the manufacturer. Name and place of the business, manufacturer, importer, distributor, or seller shall be listed in the manual and on the retail box. Warning systems shall be in contrasting colors, permanent, conspicuous, and in sans serif style font.1.1 This consumer safety specification includes requirements for safe-use instructions and labeling to minimize the hazards to users of recreational powered scooters and pocket bikes. 1.1 This consumer safety specification provides safety requirements for various types of home playground equipment intended for use by children aged from over 18 months through 10 years. It further provides such requirements for swings intended specifically for toddlers. Different age limits for various requirements are found in this specification. These limits reflect the nature of the hazards and the expected mental or physical ability, or both, of the child to cope with the hazards.1.2 Home playground equipment is defined as any product in which the support structure remains stationary while the activity is taking place and is intended for a child to perform any of the following activities: climbing, swinging, sliding, rocking, spinning, crawling, or creeping, or combination thereof. Fitness equipment is specifically excluded unless attached to the play equipment. This specification is not intended to apply to juvenile care products such as, but not limited to, infant swings, playpens/enclosures, beds, or furniture (including outdoor furniture, such as picnic tables, cradle rockers, activity centers being used as walker substitutes, bouncers, jumpers, infant carriers, and products specifically designed for therapeutic use). This specification is not intended to apply to equipment to be used in places of public assembly such as schools, nurseries, day-care centers, and parks. Equipment intended to be in child-care centers in private homes is not exempt from the requirements of this specification. Such centers are defined as situations in which the child-care provider does not care for more than six children under the age of ten that are not residing in the household of the caregiver, and the total number of children under the age of ten does not exceed ten, including the caregiver's own children. Electrically operated constant air inflatable devices are exempted from the requirements of this specification. Free standing play houses are exempt from this standard where the intent is that the child is standing or seated with their feet on the ground with no climbing, sliding, or swinging activities.1.3 Methods of identifying products that comply with this consumer safety specification are given. This specification establishes nationally recognized performance requirements for portable gasoline, kerosene, and diesel fueling systems intended for reuse by the consumer in filling, transport, dispensing, and storage. This specification defines performance requirements for systems that can effectively reduce fuel spillage and emissions when used in accordance with the manufacturer's (marked) warnings, operating instructions, and limitations of use. Permeability, flow rate, and fill level shall conform to the requirements specified. Spout samples shall be subjected to the following tests in order to determine their overall performance: leakage test, operation test, elevated temperature test, bending moment test, cyclic endurance test, pull test, closure test, drop test, immersion test, aging test, xenon arc type light exposure test, and water exposure test.1.1 This specification establishes nationally recognized performance requirements for portable gasoline, kerosene, and diesel fueling systems intended for reuse by the consumer in filling, transport, dispensing, and storage. This specification does not cover single-trip prepackaged containers.1.2 This specification defines performance requirements for systems that can effectively reduce fuel spillage and emissions when used in accordance with the manufacturer's (marked) warnings, operating instructions, and limitations of use. This specification does not provide assurance that systems meeting the requirements are suited to all fueling applications and conditions.1.3 This specification is not a fire hazard standard. 1.1 This consumer safety specification establishes performance requirements, test methods and marking requirements to promote safe use of soft infant and toddler carriers.1.2 This consumer safety specification is intended to minimize the risk of incidents to an infant from the normal use and reasonably foreseeable misuse of these products.1.3 For purposes of definition, a soft infant and toddler carrier is a product, normally of sewn fabric construction, which is designed to contain a full term infant to a toddler, generally in an upright position, in close proximity to the caregiver. In general, the child will weigh between 7 and 45 lb (3.2 and 22 kg). The soft infant and toddler carrier is normally “worn” by the caregiver with a child positioned in the carrier and the weight of the child and carrier suspended from one or both shoulders of the caregiver. These products may be worn on the front, side, or back of the caregiver's body with the infant either facing towards or away from the caregiver. This consumer safety specification does not include products generally referred to as “slings.”1.4 No soft infant and toddler carrier produced after the approval date of this consumer safety specification shall, either by label or other means, indicate compliance with the specification unless it complies with all of the requirements contained herein.1.5 This consumer safety specification is not intended to address incidents and injuries resulting from the interaction of other persons or objects with the caregiver and infant while the soft carrier is in use.1.6 The values stated in inch-pound units are to be regarded as standard.
